hi, newby here. just bought a 95 plate import bongo 2.5 td . it will not rev past 3100 revs and sometimes changes down. as this is an import could it have rev limiter or what could be wrong , any ideas would be appreciated . it will not do more tan 60 mph

Hiya, it seems like the AFT fluid might need changing (one of my bongos does the same but not got round to doing it yet!) keep the hold button on and it'll transfer power to all 4 wheels and it'll change down gears much better when you ease the gas a bit until its warmed up on a good run. The revs don't really want to go over 3000 for too long periods anyway and normal running should be in the 2200-2500 region. If its a 4wd you've got it'll be slower than the 2wd model and over 60mph it'll use a lot more fuel!
